Resource Pack not loading?

I've been trying to download the resource pack for the game, but it doesn't work. I've set resource packs to enabled, I've switched to several different versions including 1.10.2 and 1.11.2, but nothing happens. There is no error or anything, but whenever I try to move it prompts me to download the resource pack again. I can't ask anyone in the lobby cause it won't let me move, jump or even turn before it prompts me again. Is there any way I can get the resource pack to actually download?

Nope, it just closes the book and does nothing. When I try to move at all, thr book pops up again

 

If you've never downloaded the pack before, try setting resource packs to "prompt" instead of enabled. I'm not entirely sure what else can be done past that except I believe there's a way to delete and reset your server pack folder.
