Pokemon not obeying at Lvl Cap

Today while I was playing I tried to do the "Find your Fire" Quest. When I vs the 2 NPC's I noticed that I couldn't send out my Jolteon or Crocknaw. Now I did realize that when I sent out my lv. 27 Grovile He would obey. Now this is strange because when I sent out my Jolteon and Crocknaw both lv. 24 they wouldn't obey. I beat the first gym so the next lvl cap should be 35. But instead I think the server glitched and now I can only use my Grovile because it probably detects that both my pokemon didn't say that I had one badge already. And I was kind of disappointed that I couldn't use the pokemon. This makes it harder and I think that bug needs to be fix.

Hello LukeGamingPlayz, at this time you can only use gen3 Pokémon at the start of the beginning quests, considering that the other generation Pokémon do not obey at the lower levels. I suggest you capture more Pokémon in the 3rd region so you can progress in the game naturally!
